That budget is sort of low for this config.
Though - 7402 is actually 24 Core, not 48 Core.
We're awaiting a big batch of Epyc 7642, which is actually 48 cores. We'll be offering some cheap deals in EU with this CPU.

I'd go with Tier, ask for Evan, they may be able to get you to that price point.
