but i don't know if i buy new one would be in same cpu?(i got different cpu from time to time when i buy new ones) can i ask to migrate to another cpu after purchase or i can't?

If you anyway just take some cores on it as a virtual server, what makes specifically this CPU model so special?

ahh ok, then i suggest you to mention that you are searching something equivalent ( or better ) to CPU X. Otherwise, just similar to what @emgh mentioned already, you will get less offers.
