Just rent an IPv4 /24 from a provider and announce it at any US host. I recommend FiberState since their servers are cheap and they’ll announce your IPs for free

You don't need your own ASN. You can rent /24 from any provider and announce it at any US/EU host, as it will be linked to the provider's ASN (as I understand it)
