Looking to purchase US-based VPS or reseller account w/included mgmt software (cPanel/Plesk/DA etc)

Number of Cores: Minimum of 2, preferably 4+
RAM: Minimum 4GB, preferably 8GB+
Disk Space: Minimum 80GB (option to expand storage space would be ideal)
Disk Type: Preferably SSD/NVME
Bandwidth: 2TB/month+ minimum (traffic use is pretty low)
Port Speed: Preferably 1Gbps+
DDoS Protection: Not really required but would be nice to have.
Number of IPs: Would like 2 ipv4 along with assistance setting them up/mapping them to custom nameservers on subdomains of one of my domains, to point back towards the server
Location: US based. Would be great to have something located in the Southern California/LA area, if not then within the southwest or on the west coast.
Budget: As cheap as possible, was hoping to find something in the $30/year range.
Billing period: Would like to prepay for a year upfront.

As you can see from the above, I'm not particularly picky. I am mostly looking for something that I can use for hosting a bunch of domains that essentially sit dormant and a handful of them get a few dozen emails of importance at various mailboxes on them, every month. A few of the domains belong to friends/acquaintances for hosting their similarly dead/unvisited websites and thus, I need to have some kind of management software able to host a bunch of different domains/accounts with stuff like webmail, one-click installers (installatron/softaculous, etc.) and other features built-in. I know cPanel is super expensive now so I'm not expecting that, but I'm open to hearing what is out there from different providers.
Most of the domains are controlled by/administered by me so if cPanel is an option but the accounts are limited on it, that'd be fine, as from my understanding I can add additional domains into a single account, and just have to deal with the fact that they're not separated/isolated.
I don't really need management though if it is a VPS (along with the license info for the software e.g. plesk/cpanel/direct admin, whatever) I can install it myself no issue.
Hopefully this is enough information, if there are any questions from anyone who might have something that fits, let me know and I'll do my best to answer them. Would like to pay for a year service upfront and am hoping to find something as cheap as possible, obviously, lol.

I actually am coming from having an account with them for years. It was pretty solid in terms of reliability and all of that, but, right up until the very last couple of weeks (literally) in July/beginning of August, the load/speeds on the server were pretty abysmal, things kept getting changed around -- twice without any real advance notice (causing sites to go offline) and while their newer servers that they upgraded my machine to seem to be a lot more powerful and fast, from my limited time using them anyway, there were a few other things, mainly nitpick-y type things that had me wanting to look for alternatives.
Thanks for the reply though, if I don't find anything else while looking in the next couple of days, I'll likely stick with them I suppose.
