I have an unused RS 1000 G11 iv SE in Manassas, US.

I may be mistaken about this (because I'm in the EU), but I think that netcup acts as a sponsor for .eu domains (also for .de domains), which means that one can purchase an .eu domain from netcup without having an EU address

Regardless, from what I know, EURId does actively verify registrants with KYC, so if you filled in non-EU details or false details, you'll likely lose the domain anyways (if Netcup doesn't do any verification on said details, which they probably do).

In general, if a given criterion X makes you eligible for Y, this doesn't mean that criterion X is required for Y (precisely because alternative criteria may also make you eligible for Y)
I misunderstood it to be an argument between needing to be an EU citizen, or Netcup being EU based being sufficient, and I honestly didn't check the NameCheap link because I don't hold them in super high regard
But yeah, there is a whole verification system around .eu (https://my.eurid.eu) that is used to enforce the criteria for registrants. It's an EU-run operation, such bureaucratic measures should not be too surprising, I suppose
