The one from @wootwoot (Dual Xeon E5-2697v4 with 512 GB DDR4 ECC and one 1.88TB NVMe disk) at $109 seems to be your best bet. Extra NVMe is $25.

Please note: Heymman is using Unrealservers as upstream (in the Nocix DC in KC), so that might be congested in some directions sometimes - ymmv.
Veloxmedia is - afaik - just reselling gear in Freemont, might be a bit cheaper with the original (systeminplace). Sorry in case I would have misinterpreted their listed promotions.
Hexabyte in Sweden might be another candidate to contact, maybe they will have one of their crazy Dual E5-2690v4 offerings back in stock soon... they seem to use dirt cheap power up in the north of Sweden.
With a good discount code (look around at LET), @1gservers might come into the below $150 or $130 range as well with their configurable Dual Xeon E5-2690v4 offers.
