It probably just reflects their level of overselling on shared resources. Seems about normal for the industry.
It's a consumer CPU. Each machine has 32 threads and anywhere from 128-192GB RAM (the highest capacity UDIMMs are only recently becoming available)
Even with shared vCPUs you can do the math yourself based on how much RAM a host provides with their 9950X VPS
