People who want to use them as a hop to international destinations. Pretty common actually, even if the request of OP is unrealistic for so many reasons.
As an Iranian here's my advice to you
You want unmetered data then you should buy a dedicated server but that's unmetered, not unlimited. Or you can buy extra data for about 3~7$ pre TB . And another thing, you can use an Iran server as a tunnel but using it as a vpn node? That's not a good idea.
Finding 10gbps is easy most providers in Iran have that but pal there's no such thing as unlimited here
