Are you looking for some cloud solution for this?
For that I could recommend Cloudflare Stream or Bunny as your go-to image/video cdn services.
The drawback is they're cloud service providers and operate at a premium.
Alternatively go the more DIY route and any dedicated server with a web server on has the ability to serve static video content. This will be cheaper especially if you can find some good deals where bandwidth are fair-use or unlimited. Its just going to take a little more implementation wise than some polished options.
I don’t think you’ll find specialized VOD hosting here. Most providers offer general-purpose VPS or dedicated servers. For a startup, a VPS with Jellyfin or Plex should be enough to host and stream your pre-recorded videos.
Good shout, cheap dedi with plex or jellyfin is by far the cheapest you'll get. Didn't even think of that!
Can you suggest a good affordable hosting provider for hosting videos on large scale. I am an online tutor so I want to launch online courses where pre recorded videos will be stored. For now I don't need to bother about live videos.

Vimeo Pro / Business – simple and creator-friendly.
Bunny.net – budget CDN that works well for video delivery.
Amazon S3 + CloudFront – pay-as-you-go if you’re comfortable with setup.
These are solid when you’re just starting out.

A lot of lecturer all over the world stores their recorded classes on YT. I remember learning some materials from a Stanford Uni lecturer on YT, super cool.
You can set your video as private too, so only person with the link can view.
