CPU usage policy is simply that you aren't meant to use all your CPU cores at full or near full capacity for long periods of time (days and days).
While we know that can happen, if we see you are using all CPU cores at 75% or more for long periods of time, then you will receive a notice from us so that we can work together on reducing it or upgrading your service.
At that point in time, a dedicated server, or a future virtual dedicated server product, might be a better choice.
