It looks like IPXO has made up their mind and doesn’t want to take you on as a customer.
No point pushing further — there are many other providers who will gladly lease IPv4 to you.

Even if they offer the service for free, I won't take it, but I want the community to see how ridiculous what they are doing is. After all these comments, if anyone can take the service and use it properly, good for them
I had several subnets rented from IPXO, and all had their prices increased (up to about 40%). IPXO wasn't willing to help communicate with their customers, facilitate any contract, or anything. Many clients of mine experienced the same.
Not recommended, proceed with caution.
In the other hand, their panel is fantastic.
