get a cheap vps and buy a vpn subscription from torguard with their dedicated residential ip addon. Write them a message, they are doing discounts up to 70%. You cant use it for torrent downloading or such stuff otherwise your residential ip will get blocked but if you need it for streaming, ... then you are good to go with them. All within your budget

Some people are okay with shared IPs, some want dedicated IP with inbound also, some want certain ISPs, it really depends on the user's exact requirements and what it costs us.

They are not real residential I think?
I just asked them for a test IP for 2 locations. Both were XO rented IPs announced on different ASNs that are not residential ISP ASNs. They will not be auto-whitelisted on things like Netflix and so on that check for real residential ISP blocks only (CenturyLink, AT&T, etc.) as those get their lists using BGPQ4 with the ASN of the ISP.
Someone please correct me if I am wrong here and they do have some with the ISP ASN and no SWIP? I haven't been able to get a test IP from them that actually shows properly.
