Since when @fiberstate allow spam?
No business actually require business verification other than RIR's, you need an object for /24 announcement which requires you to have business or registered entity. If you buy /24 you need an OBJ with the RIR you're buying the ip from.

Please note that the smallest block that can be routed is a /24, so we are unable to lease or announce smaller subnets such as /26.

We have very strict abuse policies. @mslycrtv please note we require a valid RPKI entry for any BYOIP announcements.
If you want to lease from a larger organization and are okay with ARIN, I'd recommend Cogent over IPXO/InterLIR, due to (a) being direct IP owners and (b) allowing reallocation which the latter camp doesn't allow (as they're brokers and want to monitor abuse).
Yes, Cogent leases out IPv4 blocks and we use them (due to Voldeta's non-responsiveness).
OP mentioned “Prefer providers without strict business verification,” yet you suggested Cogent, which has a very strict verification process and, in our experience, takes 10 to 15 days to complete.

Another place is Free Range Cloud. They're pretty lax but not always in stock. I've used them before for IPv4 and IPv6 leasing at my last VPS hosting venture.
There are also crypto DAOs which lease out IPv4, but never used those.
However, are you sure OP isn't going to have a lot of abuse? IPv4 landlords/brokers need to verify so you don't just send spam/abuse.
