Before I slip into DMs - you sure you read that right and it's 200GB [not 20GB] of SSD storage? You seems to be running NVMes only [and those are not cheap, I am fully expecting some SATA SSD crap tbh in that price point or some crazy CEPH storage]?

Even SSD will max out at ~15-35 MB/sec at random small 4K writes. ( in small files copy situation ). SO you will not gain much, Ram cache will help in the VPS, but for a few seconds only, will not do much if the copy is sustained. You will still end up with 5-15 maybe 25 MB/sec.
How about a VPS on our EPYC Rome node in Amsterdam with NVMe RAID-10 and VirtFusion?

I don't think writes are my issue, reads are my issue. I have incremental backups (rsnapshot) and most of time wasted is on reading current state. There maybe will be like 200-300 new/updated files daily so writes aren't a problem again.
Plus I would like to pack this backup into a
tarand ship it to external S3.This is old HDD server (cached? no idea), that likes to reboot randomly daily.

tarof this directory won't take 4 hours like on old system.also new system won't randomly reboot in the middle of me doing backup / packing up backup so I can run this with ionice even for 6 hours...
Only problem now is I have some thing to do to move (and optimize
) backups to new server. And decide what to do with old one - maybe just put those tar there, but yet again this piece of shit is rebooting randomly daily.
