Looking for 10gbps or 5gbps (x2) dedicated server

Im looking for the following specs (at least):
decent CPU with high frequency per core
16-32-64gb ram (not important)
NVME disks (at least 2TB to 4TB per server)
Network must be dedicated, unmetered and symmetric 10gbps or 5gbps
Location: I do prefer Netherlands/Germany/EU within 10-25ms from Hetzner Falkenstein (need to reverse proxy my storages, and cache them to the servers im asking here).
or
North Europe like: Norway or Sweden or Finland, which have a good ping to Hetzner Helsinki (I'd need to move my storages there if thats a good offer).
Scope : DMCA Ignore (VOD Streaming of Movies and TVShows), there wont be any abuses like spam, etc.
DDoS protection : Not needed.
Im asking for a single 10gbps server or 2x 5gbps to split the load. I do not expect to use the full 10gbps at all times, but I wish to have some spare bandwidth when needed (most likely I will be using 70% of it at peak hours (night time in the eu)).
Can pay the servers with Crypto only.
Budget : 400 USD (in all cases).
