Looking for Cheap GPU server and ISO upload support

Looking for a server with the following configurations: GPU servers, 3080+, A series is also acceptable, hourly billing, support for Win ISO uploads,
and locations: Asia Pacific (Hong Kong, Singapore, Japan, South Korea, Taiwan), Los Angeles, San Jose, and the Russian Far East. Direct connections to China or BGP optimization are preferred.
Reasonable pricing is recommended, and discounts are preferred. Need operational stability, similar to Vast, no longer a choice. (Vultr doesn't require ISO uploads to be deleted immediately.)

How do you define "cheap"? It seems not achievable, especially in AP, that's why I choose to built my own.
The "cheap" in this post refers to no more than the market price. Of course, I can't buy a Cloud GPU, such as RTX 4090 (with reasonable CPU and memory), at the price of a CPU VPS. If it is within $0.5/hour, it is considered "below the market price."
