Kuroit has Dallas, Spokane.
ExtraVM has Dallas.
Crunchbits has Spokane, Valley Forge (too close to NY and Ashburn).
Incognet has Kansas (MO).
Dartnode has Houston.
Shilling some hosts I know, @RIYAD and @SmartHost seem to have lots of PoP in the US.
But I don't know about "frsh ip 0 fruad score". You might have to sort it out yourself.

lmao! If some vendor can/does it, I hope they charge extra for the IPs and have a stipulation that the second one of the IPs gets hit with bad rep, all of the accounts are terminated with no refund. Also, make them pay for the first year up front instead of some "cheap monthly" thing they seem to always want.
