Your requirements roughly aligned with those of people who run proxies/scrapers/spam emails (especially multiple ipv4s in each location).
If you have legitimate use for that as a reseller - I'm sorry for drawing conclusions too quickly.
If you added part about reselling to your original post, it would give you some legitimacy

He's not a spammer as far as I can tell.
He's a broker of sorts from what I get. Clients come to him to order services, he goes out and finds and orders it, and resells it to them for a profit.
He has been on one of our servers for a while now - not a single blacklisted IP in the range he rented.
He is very specific that he needs rDNS and port 25 - but that's not been an issue so far.
Now - I am only speaking from my experience with him. What he does with the VM from us - no clue - but I know IPs haven't been listed in any blacklists yet. Highly in contrast to a certain ethnicity that tends to be banned within a week or 2 on our servers because they get them AbuseIPDB listed for port scanning and so on - which for us is an instant ban - we don't allow hacking or spamming.
He has from us 20 IPs on one of our nodes. And no complaints so far.
