There is more investment coming. NextDC has D1 there and D2 is being planned. Few cables being planned as well.
Issue is from an economic perspective the only major industry in Darwin is US & AU military. This means that any cables being built either need the backing of a hyperscaler or the US Government.
Even then you have the issue of on land paths, traffic from Darwin to anywhere else in AU is exorbitantly expensive and has reliability issues because of how long and remote the paths are.
