I wouldn't recommend elastika.pe, I ordered one of their VPS and found out that they cut off your traffic when it goes beyond measly 1Mbps with small NTP packets. I asked about adjusting their firewall but they didn't budge which means my VPS is useless there. I never met such drastic throtling of network traffic as with them.
