Nope - you're not gonna find better anywhere. A lot of people even use their seedboxes to host websites or store backups because it's the cheapest and fastest. 10GBP / mo for 1TB of space and 20Gb/s? If you name some reasonable specs - since you're looking to downgrade - some of us can probably throw you quotes?

Buy yourself a decent VPN like Proton, get a lowend vps with 4 cores and 8g ram and then self host the seedbox. Sure, you wont get 20gbps but it will be a seedbox nonetheless.
That's a "scam". It won't perform good at any level. Have tried them years ago.
