What do you mean by "direct"? I assume you don't want to directly peer with 1299 but rather you want it to be single homed?
i think he wants a provider that has single homed connection directly to 1299, maybe aldo wants to have bgp on it

the way you put it, it makes actually no sense.
Technically a provider can either give you a BGP session with HIS ASN and export to you the routes from Arelion and send all the traffic you send out through his BGP session with Arelion.
OR the provider will order another BGP session with Arelion for your ASN. So you will connect directly to Arelion.
But then, obviously, the provider will need to know in what datacenters you actually need that.
T1 carriers wont connect you freely through the internet usually but only with local POP's in the same datacenter. -- At least from my experience.
So if you want to have a direct BGP with a carrier, you must provide the datacenter you actually want this BGP session to be handled networkwise.

https://ifog.ch offers direct connections to 1299 in some locations. Sorry I don’t know if they have an account here but they’re under 34927 and have a great reputation.

The title says it all. Go to iFog bro. They sale 1299 on VPS. You won't get it cheap anywhere. Problem is ARELION itself is expensive and you'd be paying the VPS fee, the VLAN to Arelion's router in DC, XC for the cable to their router, and their transit fees.
I contacted them, but the bandwidth they offered is too small and the price is very expensive.

Yeah - that's gonna be a common problem you'll have.
There isn't many VPS providers that offer it. If you need a dedicated server or so on, you'll have a lot more luck getting it - but with XC fees and transit fees paid by you. Pretty much you'd be getting a direct Arelion contract yourself and paying the dedicated server fees plus the XC to connect it to the host.
