I need DNS hosting only with option of custom nameserver, don't want to self host so this is the best option so far. Thanks all.

DNS only needs to use Cloudflare.
you can do it with shared hosting also, with unlimited domains option.
Bunny DNS. They offer 20 million free queries and $0.1/million after 20 million. They also offer custom nameservers.
Cloudflare custom nameserver requires business plan which is expensive.

I'm not sure if this works for you but I have a DNS server project which works really simply.
You store your records in a MySQL/MariaDB database table and the DNS server automatically starts serving requests.
