Your host might be able to if they're a NOC partner, but normally pricing is like $0.25/user/month.

They aren't a partner, so I can't through them which is why I'm asking what my options are or is cPanel direct the way to go?

Not much different from the official pricing, but it's the cheapest legitimate option if your provider isn't a cPanel partner.

Considering the lack of discounts, I'd question if you're better off paying cPanel directly. At least then, you have access to cPanel support directly and don't have to go through an intermediary.

No, no one does afaik? It’s all direct or “internal” where it must be used with the host you buy at.
