ISSUE with RYZEN 9950x VPS/KVM !
Have you a RYZEN 9950X KVM/VPS ?
It should be having problem to UPLOAD at whole speed under Windows 10/ Windows 2019 Server.
Use the ftp client you want, connect to a normal ftp/ftps host.
You will see after a few seconds the bandwith falling under 10 Mio/s.
I tested a lot of MS iso's, different versions, prebuilt iso from provider, custom iso's..., restore ok running system on not 9950X,... Same result on a lot of providers.
Just only one 9950X VPS had not this issue. WHY ? Don't know & google/reddit/... no help about.
Test yours and give the results here !

Driver issues by the provider.
Some provider changed optical net card, drivers, system, firmware, bios, with same result.
Happens only with 9950X, not with 7950X...
linux? windows in a vm? proxmox, qemu issue?
Or simple, your ftp connection?
I'm sure some clicked just without making the test W10 + RYZEN9950X.

Id guess it'll be some offloading shenanigans. Try putting the server into 'high performance mode' in power options.
Pure windows in VPS. Host with proxmox or virtualizor or MS Azure !!!
No ftp issue, all on top with debian VPS on same simulation FTP 100Mio/s (near GB).
Windows 11 or windows server 2022 are ok.
Was. All was done even tcpip settings. Even backup from the only provider which does not have the bug was remounted and this happens. Fresh iso mountet too, prebuilt Windowsimage from provider too.
⭐ if someone find the solution ⭐ I would pay a month on a very fast 9950X VPS in Germany ⭐
i don't have a vps with this cpu but if you want to share anydesk/teamviewer i'm up to take a look into it out of curiosity (i'm sysadmin btw)

I just tried this on an Epyc 4005 4565P 16 core (aka 9550x) on Proxmox 7.4 on Win10H2 fresh load with latest virtio install via SFTP and FTP and was able to push full gig for a 4gb Microsoft without issues. Board is MC13-LE1-000 with 10gb Intel 710x.
Is this JUST Windows 10/Server 2019 and not any other version for you? I don't have a Windows 10 automatic install but i was curious so I installed Windows 11 on kvm/qemu on a 9950X and everything worked normal with multi-gig speeds with virtio network.

No no ! even providers confirm that. Tested on more (big list) just one this not happens.

Just 9950X fail with m$ Win10/Server 2019, not 7950X, not 5950X...
so you’re telling me if i install either windows server 2019 or windows 10 pro on my 9950x 10 gbps server, i wont be getting 8-10 gbit upload speeds?
vps on a 9950x yes ! Notice only UPLOAD speed (vps to some ftp) is problematic : it start ok but a few secondes later, it decrease to less than a 100Mbps network card.
so to clarify, only ftp is effected. if i did a speedtest, upload would be normal right
