after experiencing 1G x BlueVPS in Estonia for $6/mo (very good indeed), I am on a hunt for the exUSSR Scandinavian trio of Latvia, Lithuania, Estonia for $25/yr or under, if anyone has any leads.

I cannot speak from personal experience, as I have not used them, but maybe someone like @zGato can, or even suggest other providers.
They're fine for what you pay for. There are still these network issues in their VPS nodes, but they're at least stable.
