How to disable upload and write access for ftp user virtualmin

I created a ftp user in virtualmin. however, the user can upload and modified file..
how can I disable that feature? I read about ftpaccess but I dont know how to write it to disable those function..
I took some times on google but no result that can help me.

    If you want to disable uploads for the user what's the purpose of creating a user then?

    btw, I found the tutor on how to write a .ftpaccess file

    I did some search on google and yes, my website has been listed on youtube and on some website..
    I opened a ticket to buy additional bandwidth and will remove the glype proxy.
