Fines are similar to GDPR fines and those can be quite large.
No you can't. You have to have a proper justification for blocking any country like for example large amount of fraud. This excuse will not work for any EU country.
And how will you mark the order as fraudelent? Again, you have to have proper justification for that and under GDPR you practicly can't mark an order as fraud based on personal data, technically you can but then better be ready for the consequences when you do that to the "wrong" person.
In EU you will have to properly document every fraud checking procedure as it's automated decision making and anyone has the right to challenge it. Then you'll have some explaining to do about how you got to that conclusion and so on. Saying for example "I used MaxFraud" will not do.
The above also applies to restricting payment methods, like for example "Mr. It's not a right, it's a privilege" does.
How often are GDPR fines given out? So funny to think you have trust in your government.
