how cheap are we talking here? what about port speed, and how much bandwidth do you expect to use per month?
Actually with RDP it is important were you are located so I would take something close too you. Instead of location anywhere. For the rest you can just install windows yourself on any VPS.
Look for a hosting around your location and you will get the fastest RDP.

I agree with the comment above that for RDP purposes, location is more important than specs. I have set up linux remote desktops with Advin Servers in Johor and Leaseweb in SG, and both have great internet speed
Well , i need 2-3 RDP probably.
1-for using download-upload something from 5$ to 15-20$ is good for me.
2-for surfing,browsing,only download and check the files from file hostings,telegram,etc i want ~10$
3-another one for long time like +6month or 1 year using ( same , download , upload , view , work like my PC )
Speed is 1GB prot is enough for me.
HDD is like +500GB to 10TB is good for me ( cause if i download , and i want the file , i will upload to my cloud account and it will be deleted from hdd )
Location , i am from Asia , i tested RDP's from Turkiye , Middle East , Hong Kong , ... speed was very low/bad/not stable ...
rdp's from germany / netherland / europe / us was very very good for me and i was happy with it ( i remember my prevous rdp was alive and stable for more than 5 years ... but the service provider moved to Canada and quit the bussiness and suspend the service's )
its why i said the location is not important because the location's near me was not good/stable/.....
