Can you recheck the virtual network card change? My box still shows the old 100 Mbps carrier card.

They resolved my issue by ... creating a new VM. I guess my old box is just cursed.
The new server is getting good speed although it's not consistent (I get 9 Gbps in one test, and then 90 Mbps in the other) and IOPS is not great. I guess my neighbors are just super noisy
