But I like the idea.. Added to my bookmark.. 
I usually block (the highly malicious) IP ranges only at my servers side. I monitor, check them on abuseipdb.com - It perfect for individual IP addresses, and to check whole ranges (/24).
I actually have a blocklist with 20K consolidated ip ranges lines in one of my dedicated FW...Good Idea per se but yet there is no influence this list has to pressure anyone to take down anything
Whats the plan/Business Plan to Change this and get it going?
well for now i just wish to have it start going and work like abuseipdb, and i also have to fix a bit of the rating eg by ip amount on asn and such. But in the end i want it to report certain asns per email to them and upstreams. A long way to go though
