There is a 1tb option with 2 cores and 3 gb ram for $45/year, but that is under your 4gb ram requirement.
They don’t provide windows for that server, but maybe you could possibly use a reinstall script to install windows on it? Their vps’s are KVM so it might be possible. I’ve done it with zap-hosting before and reinstalled Linux on a Windows only vps.
Note, this may go against their TOS and i’m not sure if they’d be happy about that. They also don’t provide refunds for this plan, so don’t expect a refund if it doesnt work. so idk, double check first or something

It seems that your budget is too low for Windows VPS. I personally use Asphostportal, these guys specialized in Windows hosting, but it seems they don't have such that price for Windows VPS. In the past, I have tested Contabo, they are cheap option too, but they really have issue with their technical support. If your server has issue, no one reply you, you must wait few days and then maybe one of their support will assist you. It is totally different with Asphost, they have great technical support that will ready to help you within an hour if you have questions or issues. Honestly, Cntabo price is cheaper than Asphost, but you can pay more if you have problem with your server.
Yeah, I’ve heard of GreenCloudVPS. Someone tried to install Windows on their VPS, and all their data got wiped. thank you for the idea
Checked out Contabo, but once you add fees for region and OS, it goes over $40/month way more than I can afford. $20/month is my max. thank you for the idea
