Your budget is too low for the spec and the region.
Lowest will be Contabo i guess.
Only way you can get something close to your budget is a HostHatch promo sale, so look out for those whenever they drop. Only caveat is it is billed annually.
I don't think anyone can be around on LET selling 24GB RAM VPS in Asia for that price.

Close to my requirement, with little RAM adjustments, and better performance than HH (at least for now - and installing Windows is so much easier because it is well integrated with their panel).
Annual plans are even more cost effective.
Good latency for HK - and everything feels snappier than HH with similar configurations.
