Hey, the AMD Ryzen servers can be equipped with a dedicated GPU, no iGPU. This can be anything from a small Quadro or so to a more extensive RTX card. I also have this one left:
Intel Core i5-8525U: 16GB RAM, 512GB NVMe SSD, 1TB HDD (20eu/mo)
This is a dedicated server which could have a single large RDP VM running on it with the iGPU.
A similar configuration could be:
Intel Core i7-9750H (6c,12t), 16GB RAM, GTX1650, 256GB NVMe storage (32.50/mo)

So noone propose GPU vps LET price under 10€ ?
If you need GPU, it not low end anymore and you want 9950x3d with GPU ? That impossible under 10Euro
Certainly it will be possible soon with it's own igpu, or simple addon GPU card, not high perf.
This will add only a few €/month, and so will stay or near 10€.
