There was, or i think its still ongoing blackfriday sale from virmach (japan vps 15-20$/y), but you should read a lot of reviews before buy. Some are good, some are bad, when i had Japan vps from them it was 99% uptime.
EDIT: atm there is one 1.5gb ram, 1 cpu 50ssd and 1tb bw for 21.18$/y and 2cpu 2.5gb ram 60ssd 1tb bw for 30.11$/y
