wait for 72 hours. if no reply chargeback directly. doesn't matter you've paid $1 or $1000. Even one for a cent you should fight back your money if Seller does not gives services as advertised/offered on their site.
Do not buy from this VPS, very bad experience. They have no support, will not refund, and will not even respond to tickets. This is the worst VPS company I have ever come across.

You opened the ticket on May 27th....that’s just four days ago and they did respond, so saying they don’t provide support is false. Did you read their terms or the LET listing before buying to see what the refund policy is? They do mention that port 25 is blocked by default, and to contact support to unblock it, but that might not make you qualified for a refund since they can deny opening that port to anyone. Also, if this is for a business, it’s a bit unrealistic to expect top-tier support and service from a budget provider on LET. Use actual production ready providers dude

Only add a rule in control panel will not solve anything.
The provider helps him but he's disruptive.
