Hello,
I'm looking for a VPS with a 10 Gbit connection where I can install my own custom Windows ISO build. Ideally, it should come with no data limits, as I don't like restrictions.

You can install windows pretty much yourself on every VPS, IONOS & Strato are 10gbit

What is your monthly or annual budget?
I think that nearly every provider would allow that
It would be also nice, if You can specify if You need Unmetered connection (Fully dedicated, You can push 10G 24/7 without any FUP) or "Unlimited / Fair-Use" - so there is no strictly-defined TB amount that You can push (in most cases), but provider may limit it when it's making a "trouble".
Generally, unmetered option can be expensive - and unless You want to push 100% of the port 24/7 may be un-needed
