No, Saturn, Earth's moon, and Boston are all better than NY.
Axcelx's brand called "Boston VPS" or http://www.bostonvps.com is very reliable. To give you an idea:
14:54:02 up 611 days, 5:10, 1 user, load average: 0.00, 0.00, 0.00
It is a little more on the expensive side because it is VMWare but its been super reliable.
Second to that is NodePop which I have had for a while now (KVM) and it has been pretty damn reliable too. However, one thing to note about providers in that area is, most are single homed Cogent.
