I did not encounter this.
My only experience is in the hosting/datacenter/transit industry where it happens a lot. I luckily have friends in all those countries who I can use to get better deals.

Good deals. in poland some ISPs/IXPs require an RPT which you need a polish company for or you can keep requesting temp RPTs but its only about good deals or deals at all.
