Depends on how much cheaper you talk about
Some are resellers and get a small discount, but it's honestly not that much.
If you talk about a lot cheaper, then they probably sell shared licenses.
So, they buy one license and install an rotate this one across all their customers servers.
This is definitely against the cPanel TOS, and also involves running their own shady software to do the "activation". Would definitely stay away from them.
Ideally you avoid those types of resellers, being against the TOS.
Pro tip: Include what your question is about in the title, e.g."cpanel reseller or fake?".

cPanel Partner license pricing is approximately 30% lower than cPanel’s retail rates, with additional volume discounts available. The more licenses a partner sells, the higher the discount, ranging from 4% to 38%.
However, cPanel has significantly altered its partner licensing requirements this year. The minimum monthly commitment to qualify as a partner has been reduced from $1000 to $500, but new partners receive only an ~8% discount. To offset this, volume discounts now start at 10% once a partner reaches a $2000 monthly commitment, scaling from 10% to 48%.
These new pricing policies are expected to be introduced to existing partners soon. Needless to say, cPanel offers on LET will become far less common next year onward.
