We allow port 25 after the client answers a questionnaire to ensure the use will follow our guidelines and does not break abuse policy. If at any point we receive a spam report from an auditing 3rd party (which has happened before) we reserve the rights under our terms of service to terminate and cancel the VPS.
Open a ticket with us, answer a couple of questions, and we'll allow use of port 25.

Chinese may pretend to be from Japan or other countries.
Need to do something to eliminate such trash from the network.

We've seen the report and terminated that service at 9pm EST yesterday. We used to be very stringent regarding vpn/proxy use however encountered too many fair use customers that made us give the benefit of the doubt to most users.
There's a few squeaky wheels every now and then that we take care of rather quickly. If you use the white house as your user address, want 10 IPs and show a connection from Timbuktu - the gig is up lol. Lastly, thanks for bringing it up, accountability isn't something we shy away from.
