Looking for a VPS with a little SSD and lots of bulk storage

I'm looking to replace an existing Oracle Cloud + Google Drive rClone media server setup.

Number of cores: ideally 4 vCores, but 2 vCores is also acceptable (especially if not shared)
RAM: 8GB

Disk: 100GB SSD + as much HDD I can get

Bandwidth: at least 5TB per month
Port speed: >= 300 Mbps

Location: US West Coast is ideal but anywhere is fine

How much HDD space could I get in a configuration like this for a total budget of $15-20/month?

(If I'm asking too much for that budget, also feel free to let me know that.)

I'd prefer to pay monthly initially to make sure I've gotten the specs right, but if I can save significantly going 6-monthly or annual that would be good to know for after the shakedown period.
