I want a vps thats close to algeria (don't need id and I can port forward torrent ports)

I guess the countries are greece italy france germany some countries in east europe are ok as well

basically I want both a vps thats low end to just port forward my i2p and torrent ports there
aka 1 vcpu 100mbit traffic is ok maybe even lower IDC
I don't want my account to be terminated if I torrent so yeah
I guess my budget is whatever you all think is legit I'll go with whatever

and another vps so I can run a minecraft server I guess 8$/month is ok maximum
I want it to be 4gb ram and 4vcpu

I don't want the id stuff since 1 its creepy
2 its not like they can read arabic
3 I don't mind prepayment
4 I want a refund policy just in case the cpu is stolen a lot
but I guess I trust your judgment

for minecraft sure i see why latency matters but why do you want the proxy close to algeria?

    I can recommend avenacloud.
Not sure what would be the latency though.
They don't require KYC and accept crypto with Cryptomus.

They have 2vCPU, 4GB ram, 40GB disk for ~$7.5/month (with yearly billing period).

    10TB Traffic
    2.5Gbit/s Uplink

    Frankfurt, Germany

    $2.50/Month

and something like this for your Minecraft server

    3 vCores (Ryzen 9 7950X3D)
    6GB RAM
    75GB NVMe Storage
    20TB Traffic
    2.5Gbit/s Uplink
    1x IPv4 + /64 IPv6 Incl.

do I need to delete the vps to actually not pay the price (like hetzner)
or I just shut it down

aka lets say I use the vps for 2 weeks in this month
but never actually delete the vps
do I pay for 2 weeks or what

Yes, you must delete the VPS to stop paying. You will be charged for what you used. If you keep VM for two days, you will be charged for two days only.

Your best bet would be Southern France or Southern Spain, @SmokyHosts has FR nodes but they are AFAIK in the absolute north most region.

Maybe @zGato knows more spanish or french hosts?

it's a recurring discount. So the price is the same for as long as you have the server.

Try to ping ip from different data-centers and see if the ping is low enough for your liking

You can use the following IP to do test pings

    Pulseheberg: 45.147.96.100

    Lyratris: 45.86.153.24

    Hello,
If you're looking for a VPS in Marseille, you can find them here:
    https://www.ouiheberg.com/en/vps-linux

In France, hosting providers currently don't have issues with torrent usage. It's mainly the four major ISPs that are required to provide user identities to Hadopi (an agency that sends warning letters).
However, it's important that the usage remains limited to torrent downloading β€” not file hosting.

You can test network performance via their Looking Glass here: https://www.ouiheberg.com/en/looking-glass

About DMCA, in theory downloading copyrighted material is illegal, there is even a specific authority in charge of tracking people and sending penalties/getting their internet cut if i remember correctly. As far as i know, only a few people have been brought to justice for sharing big amounts (thousands) of music/films. Not sure they really have the means to track everyone in France if they download something once in a while

You're correct. In France, the authority responsible for monitoring illegal downloads is called Hadopi (High Authority for the Distribution of Works and the Protection of Rights on the Internet). They mainly track activity on public torrent trackers related to copyrighted content like movies and series.

Hadopi collects IP addresses from these trackers and asks the four main French ISPs (Orange, SFR, Bouygues, Free) to provide the identity of the subscribers. Then, they send out warning letters β€” usually starting with a simple notice, followed by a second warning if the activity continues.

As you mentioned, only a few people have ever faced legal action, typically those involved in large-scale sharing or repeat offenses. For occasional downloaders, especially those using private trackers or other methods, enforcement is very unlikely.

And interestingly, the system has been widely criticized for its inefficiency β€” in 11 years, Hadopi has collected just €87,000 in fines, while costing the French government over €82 million to operate.

since I am the one hosting torrents I don't think that will work so I should use a vps thats in eastern europe I guess

do you have suggestions from there

also I asked Pulseheberg about KYC
    they said

We may require a KYC (ID-CHECK with selfie) if we detect that you use fake/anonymous information, at our own discretion.

As a hosting provider we are required by French laws to collect user identity and to ensure it’s real.

We have no issue with torrent, but make sure that you comply with French and European laws on that matter.

IDK how that works but ok I guess
I will consider using them for minecraft at least
I hope they don't use KYC against me

tbh in the current landscape of subscription services torrenting is 100% better
its not like these services have localised pricing either
they cost a shit ton of money in my local currency
    so yeah
