Im looking for VPS that allow upload .qcow2 for the OS, because my team have their customs os.

I wouldn’t bother, especially since you have no budget. Just find any that has a rescue system and dd the data yourself.
At a guess, it would be extremely unwise for hosting providers to let randoms provide untrusted qcow2 files.
How about like very small dedicated server ?

No automatic way but I'm happy to upload custom images for clients, assuming the partitions in the existing qcow2 image are under the plan purchased. Check my signature, Singapore, Sydney, and Tokyo are APAC locations I have. Let me know what price works for you if you're interested.

What could go wrong?
Providing a 1 TB qcow2 image for a 10 GB VPS? Wouldn't think there is much else you'd need to check, although there is always the risk that something in the metadata could trigger a buffer overflow in qemu or something similar.
The provider can run qemu-img dd command to copy the uploaded disk image as a new image.
Command parameters specify the block size and block count, so that target disk image cannot increase by size.
That would be a major bug in QEMU.
It can be mitigated by running the above-mentioned qemu-img dd command in an unprivileged container.
