Scraping in the first place, not doing it headless and especially doing it on a OpenVZ machine.
But yes, it's probably because chrome renders everything on the CPU.
Also, considering they still use OpenVZ, I'm pretty sure the VPS itself lacks performance in the first place.
Don't believe the host system got a upgrade in the last years.
Your server resources may be very limited.
Even $2 VPS is enough for normal surfing in Chrome.
Did you check which scripts the site has locally with DevTools? For example, some "web designers" like to create animated backgrounds with WebGL. It will not eat much CPU on PC, because PC usually have accelerated videoadapter, but on OpenVZ WebGL will use software renderer.
Good idea reducing resolution will decrease the load on CPU 🤔

Chrome eats CPU on any machine, not just VPS.
Use chromium
Use librewolf if you’re on Linux.
Which library are you using ton scrape? How many in parallel?
Just one screen and using chrome extension to scrape
Does it support chrome extension?
It’s based on Firefox so you can search the mozilla website for that.
