Not sure how you're going to transcode on that...
direct play
maybe only adding content that doesn't need transcoded in most cases apps and browsers. sticking with H.264 with aac audio. removing subs or using srt only. avoiding entirely HEVC/VP9/other newer codecs and containers can really help this. optimizing around web format content can also really help. I personally use Nvidia P4 GPUs (fanless) in a SuperMicro 3u chassis but this is my own equipment...no rentals or cloud for that type of stuff for me.
i will say a micro/mini colo (think Microtronix) OR if can host at home, anything with a fairly new Intel CPU + iGPU (quicksync) is REALLY good on a budget for transcoding. idk any providers offering mini's but seriously would be good for this purpose...but not with that budget, that is
