I didnt check altus s prices, i think it's a bit high.
and also for site5 and whmcs, i think what site5 is giving you is not even whmcs its blesta. or you can put it towards a whmcs discount. you could consider reselling the license to someone here on let who will use it on a small instance on your reseller account and get 10+ usd on it (just a thought).
25 usd is not that high if you get it in romania, rather exotic location and still reliable not unlike the regular romanian anonyhost who hangs around on wjunction.
cpanel narrows it down a bit when it comes to europe, and reseller as well. most possible are uk.
i just found https://www.rax.bg/resellerhosting/reseller1.shtml but i dont know about stability, we might ask some bulgarians here if you want to hear more.
also if you consider turkey as europe, you could try http://www.alastyr.com/bayi-reseller-hosting.html# it's 12,5 usd (appx) and relatively stable.
to bad I'm not offering EU (yet!)
