You should double your budget (or maybe 2.5 times) to get that specs alone.
Singapore is expensive
Only thing that comes to mind, which is close to the value you are asking for is GreenCloud's budget line 4C/8G @ $125/3yr. Smaller RAM than you asked for and no dedicated here though (afaik). Storage also slightly smaller. If possible to split into two, then prob can get something close to your specs and price.
