In mainland China, all legitimate service providers are required to comply with the law, making your request nearly impossible to fulfill. Of course, there are some small, unregulated vendors who may not adhere to these formalities, but they are often unreliable and could disappear at any moment.

You could try getting a VPS with a China optimized network in HK or SG, they have very low latency to mainland China. Otherwise, I've noticed China has stable connection to US west coast if latency isn't criticial.

Purchase contracts change frequently and lack integrity.
Usually inexpensive for the first year, but renewing the contract for the second year can be very expensive.
Regular Chinese service providers require identity verification, so it's hard to buy if you're not a Chinese resident.
It's much easier to lease a subnet and set the geolocation to China.
It will be much easier to register an Alibaba Cloud or Tencent Cloud account and then use your passport for real-name authentication.
The servers in mainland China all require real-name registration. The international versions of Tencent and Alibaba's platforms cannot purchase servers located in mainland China.
