Hetz will be fine. But make sure it will not be down for over 6 hours in a single day like the US Dallas. Is there any way to increase the support timing? At present, it's open at 11am IST for about 12 hours. So any issue comes after this 12 hours window will be dealt next day only.

Don't need to worry about the downtime, It was investigated and the issue that caused it was resolved.
Also we work during Indian working hours. I'm not sure how we can do that without skipping the whole night.
Emergencies are dealt outside support hours as well but normal tech support and questions need to wait for the next working hours.
I normally have been staying up late for a while so you'll see me respond to a few tickets outside the support hours but unfortunately we can't be present 24/7 for normal inquiries.

I think Poland is a very good location. One of my programmers once had a dedicated server at this company, MEVSPACE Sp. z o.o., and he was quite happy with it. In the beginning, there were some minor problems because the server or IP address was apparently on a spam or blacklist. It took some time, but the support took care of it.
P.S.: I know of two companies, WIIT AG (servdiscount.com) and Contabo GmbH (contabo.com), that may be of interest to you, with servers located in Germany. And I have been a satisfied customer of both for years.
... I thought of another company netcup GmbH (netcup.com) - I have also been a customer for years and am also satisfied.
Not much available to offer for 10$/yr, at best a 50GB Shared account or a 25GB Reseller account.
